Anti-dumping duty on Chinese truck tyres extended to 13 February 2027
The EEC Board, by Decision No. 137 of 27 October 2026, moved the end date of the anti-dumping duty on truck tyres from China from 13 November 2026 to 13 February 2027. The decision was published on 30 October 2026 and enters into force 30 calendar days after its official publication (text on tks.ru), so it was not yet in effect when published. Decision No. 137 changes only the date; the rates were set by Decision No. 154 and range from 14.79% to 35.35% of customs value, according to the EEC press release.
The provision Decision No. 137 amends
The document has one substantive provision: in paragraphs 1 and 2 of Board Decision No. 37 of 24 March 2026, the words "13 November 2026" are replaced with "13 February 2027". Paragraph 1 of Decision No. 37 extends the measure set by Decision No. 154, and paragraph 2 requires customs authorities of the member states to collect the duty (Decision No. 37 record). The reason for the new deadline is not stated in the text of the decision.
How the measure got here
The duty was introduced by EEC Board Decision No. 154 of 17 November 2015. It applies to EAEU HS codes 4011 20 100 0 and 4011 20 900 0 (tws.by registry), that is, goods under heading 4011. The measure has been in place since 2015 and has been extended several times (Interfax via Inbusiness.kz).
The measure was due to expire on 29 June 2026. On 14 November 2025, however, the EEC opened a repeat anti-dumping investigation, and on 24 March 2026 it extended the duty through 13 November 2026 inclusive. The EEC press release notes that the Union's regulatory framework provides for extending a measure for the duration of a repeat investigation, which must be completed within 12 months of its start (press release).
The investigation was requested by Belarus's Belshina and Russia's Omskshina, Kordiant and Nizhnekamsk Truck Tyre Plant. The application was backed by the Altai Tyre Plant and Kazakhstan's Tengri Tyres (Inbusiness.kz).
