EAEU and Russia revise declaration and traceability rules from Oct 1

Four legal acts take effect simultaneously on October 1, 2026, changing how declarants in the Eurasian Economic Union (EAEU) complete goods declarations and how participants in Russia's national goods traceability system report goods imported from other EAEU states. Three decisions of the Eurasian Economic Commission (EEC) Board rewrite boxes 31 and 44 of the goods declaration (DT) — for container shipments and for storage at authorized economic operator (AEO) facilities — while a Russian government resolution changes deadlines for traceability notices. The effective date is confirmed by the record cards of all four documents: Decision No. 21, Decision No. 40, Decision No. 67 and Resolution No. 709; a consolidated review was published by Alta-Soft.

Container data in box 31 moves into structured fields

EEC Board Decision No. 21 of February 26, 2026 amends subparagraph 29 of paragraph 15 of the procedure for completing the goods declaration (record card). In an electronic declaration for container shipments, the data is entered as separate structured elements:

In a paper declaration, the same data is written using ":" and "-" separators without spaces. For air shipments, container size is not stated, and code "00" is entered where data is unavailable.

Three new classifiers describe containers by size and type

EEC Board Decision No. 40 of March 31, 2026 supplements Customs Union Commission Decision No. 378 of September 20, 2010 with three new reference lists (record card): Annex 30 — a classifier of container lengths, Annex 31 — a classifier of container widths and heights, and Annex 32 — a classifier of container types. Codes from these lists are used in the new coded fields of box 31.

Box 44 will require data on the AEO customs control zone

EEC Board Decision No. 67 of June 2, 2026 amends subparagraph 42 of paragraph 15 of the declaration procedure — the rules for box 44 on the location of goods (record card). The list of storage locations under the customs warehouse procedure is extended to include structures, premises (or parts of premises) and open areas (or parts of open areas) of an authorized economic operator. When goods are placed at such sites, the declarant states in the box the number and date of the document establishing the customs control zone, or its registration number where the EAEU member state keeps such a register.

Corrective traceability notices due the next working day

Russian Government Resolution No. 709 of June 8, 2026 amends the Regulation on the national goods traceability system approved by Resolution No. 1108 of July 1, 2021 (record card). The changes affect three clauses of the Regulation:

The general deadline for notifying the tax authorities of imports of traceable goods from EAEU states is five working days from the date the goods are recorded in the accounts (Alta-Soft; ppt.ru).

For importers and customs representatives handling container shipments and AEO warehouses, this means updating templates for boxes 31 and 44 of the declaration by October 1, 2026 to reflect the new container classifiers and customs control zone data. Traders in traceable goods from the EAEU will need to file corrective notices no later than the next working day.
