EAEU and SCO to sign 2027-2030 action plan in Beijing on Sept. 17

At the "EAEU – SCO: economic cooperation for sustainable development" session of the Eastern Economic Forum on September 4, 2026, Daniyar Imanaliev, the EEC's minister for integration and macroeconomics, announced that the two blocs are moving toward practical cooperation in customs, transport and logistics. He said that over five years a full-fledged dialogue infrastructure had formed between the Eurasian Economic Union (EAEU) and the Shanghai Cooperation Organisation (SCO), and that SCO countries account for "practically half of the EAEU's foreign trade turnover" (EEC; TKS).

What will be signed in Beijing — and what is still just a proposal

The centerpiece is "EAEU Days," to be held on September 17, 2026 at SCO headquarters in Beijing. There, the EEC and the SCO Secretariat plan to sign a joint action plan for 2027-2030, developed on the basis of an existing memorandum of understanding between the two bodies (EEC; alta.ru). This is a plan awaiting signature — it has not yet been signed, and its full content will only be known after September 17.

Separately, Imanaliev proposed expanding the format into an "integration triangle" of EAEU-SCO-ASEAN aimed at gradually aligning regulatory approaches in trade, transport and digital solutions. This remains a proposal for discussion, not an adopted decision or an agreed document (EEC; alta.ru).

What it means for customs, transport and digital procedures

The minister listed the following as priority areas of cooperation (TKS):

For importers, exporters and customs brokers operating on EAEU-SCO trade routes, this signals that customs cooperation and digital border procedures will be included in a joint four-year plan. However, none of the sources cite specific measures — new declaration forms, changes to required documents, unified checkpoints, or implementation deadlines. These are framework priorities that will need to be filled in with concrete initiatives once the plan is signed.

From the Vladivostok session to the Beijing signing

The sequence is as follows: the announcement was made on September 4, 2026 at the EEF session; the signing of the 2027-2030 action plan is scheduled for September 17, 2026 in Beijing; and the EAEU-SCO-ASEAN "triangle" format remains under discussion with no announced date. Companies trading with SCO countries should watch for the published text of the signed plan after September 17, since that is where specific customs and transport-corridor measures and their implementation timelines will appear.
