EAEU temporarily raises import duties on apparel, valves and radios

On 22 October 2026 the Eurasian Economic Commission (EEC) published two decisions that temporarily raise import duties under the EAEU Common Customs Tariff: Council Decision No. 110 and Board Decision No. 131. The measure covers certain apparel, valves, radio receivers and several other products. The higher rates apply from the date the decisions take effect through 30 September 2027 inclusive.

Grounds for the increase: import monitoring

According to the EEC announcement, duties are raised to the WTO binding level on goods whose imports grew while import prices fell sharply: light industry products, certain electronics and valves. The decision follows monitoring by a high-level working group led by EEC Trade Minister Andrey Slepnev, who said the measure is meant to protect existing production in the Union's member states.

Products and rates

In Decision No. 110 the temporary rates are set by notes 800С–804С:

Board Decision No. 131 adds more lines:

How to read the rate tables

In the annexes, the rate column shows the base rate, for example "10, but not less than EUR 2.25 per kg" or "0", with a reference to note 800С–808С. The increase itself is in the text of the note: it applies from the date Decision No. 110 takes effect through 30 September 2027 inclusive. Apparel carries a combined rate, a percentage of customs value but not less than an amount in euros per kilogram, so the duty share is higher for consignments with a low price per kilogram.

A separate list for Kazakhstan

Annex 2 to Decision No. 110 adds seven codes to the list of goods on which Kazakhstan applies lower rates under its WTO accession commitments: 4408 39 300 2 (5%), 8428 20 800 9, 8481 80 631 0, 8481 80 850 1 and 8501 34 000 0 (0% each), and 8527 91 110 0 and 8527 91 910 0 (10% each). Footnote 23 states that the Common Customs Tariff rate applies from 1 October 2027. The decision does not separately address clearance in Kazakhstan while the measure is in force.

When the new rates start to apply

Decision No. 110 takes effect 10 calendar days after its official publication, but not before Board Decision No. 131 takes effect, which follows the same 10-day rule. Both were published on 22 October 2026, so the new rates will begin to apply in early November; Rossiyskaya Gazeta reported the same timing that day. The increase affects only the listed ten-digit codes, not entire product groups.
