EAEU tightens traceability, certification and marking rules from September 1
A package of regulations taking effect on September 1, 2026 changes compliance obligations for importers of household appliances, machinery manufacturers and freight carriers in Russia and the Eurasian Economic Union (EAEU). The core changes are a permanent traceability mechanism for foreign goods, an expanded list of machinery subject to mandatory certification, and new border-control rules for foreign carriers, reports industry outlet Alta-Soft.
Foreign-goods traceability becomes permanent
Decision No. 5 of the Eurasian Intergovernmental Council dated September 30, 2025 moves the EAEU's traceability mechanism for goods imported into the union's customs territory from a pilot to a permanent regime. It covers goods cleared through customs in one member state and then moved to another: their movement will now be logged in national traceability systems.
At the first stage, the mechanism covers household refrigerators and freezers, washing machines and televisions — the list was approved by a separate Council of the Eurasian Economic Commission (EEC) decision dated January 26, 2026, No. 5, according to Alta-Soft. A related Council of the EEC decision No. 68 of May 20, 2026 requires that data on goods already present within the union's territory as of the decision's effective date be entered into national traceability systems within one month.
Certification widens for heavy machinery, oversight of industrial goods tightens
Council of the EEC Decision No. 36 dated March 13, 2026 amends Customs Union Technical Regulation TR TS 010/2011 "On the safety of machinery and equipment." Mandatory certification now covers floor-based non-rail industrial transport, forklifts, electric forklifts and stackers, construction and road machinery, earth-moving and quarry equipment, and forestry and utility machinery, with new requirements for identification markings and supporting documentation, Alta-Soft notes. Most of the decision takes effect on September 1, 2026, while certain provisions — including a new list of items covered by the regulation — apply from April 1, 2028. In parallel, from the same date, Government Resolution No. 1071 of August 24, 2026 introduces risk-based federal oversight — triggered only by reports of harm or risk indicators, without routine inspections — covering more than 300 product categories, including vehicles, tractors and construction machinery.
Marking obligations extend to fertilizers and hygiene goods
Starting September 1, businesses must register as participants in Russia's "Chestny Znak" traceability system for perfumery, cosmetics and personal hygiene products under Government Resolution No. 592 of May 23, 2026; actual marking of items such as toilet paper and napkins begins October 1, while toothbrushes, hairbrushes and sanitary pads follow from November 1, 2026. The same resolution introduces mandatory export declarations for valuable timber species (oak, beech, ash), to be filed no later than one day before shipment, effective September 1, 2026.
For fertilizers classified under EAEU code 3105, Government Resolution No. 682 of June 2, 2026 requires registration in the state monitoring system from September 1, with actual marking and reporting of goods put into circulation starting November 1, 2026.
New border checks for carriers
Russia's Ministry of Transport will, from September 1, gain authority to deny exit to foreign carriers that have unpaid fines, toll-road debts, or outstanding charges for damage caused by overweight vehicles — exit will only be permitted once debts are fully settled, according to Alta-Soft, citing the ministry. New procedures for hazardous-cargo transport introduce special permits and a registry, with routes requiring approval from road owners. Russian carriers, by contrast, get a simplification: electronic copies of registration certificates are no longer required, as the system now verifies data automatically.
Getting ready for September 1
Companies trading household appliances within the EAEU should confirm they can report data to national traceability systems, machinery suppliers should align with the new TR TS 010/2011 requirements, and manufacturers and importers of cosmetics, hygiene products and fertilizers should register in Chestny Znak or the state monitoring system. International road carriers should clear outstanding fines and toll debts in advance, since unresolved arrears could block departure from Russia.
