EEC classifies slewing rings under heading 8483 from 14 November 2026
The EEC Board has adopted Decision No. 130 of 13 October 2026: the slewing ring (a support-and-rotation unit, "ОПУ" in Russian) fitted to excavators, loaders and cranes is classified in heading 8483 of the EAEU customs nomenclature (TN VED). The text was published online on 15 October and enters into force 30 calendar days after official publication, on 14 November 2026.
The unit described in the decision
The decision covers a mechanical assembly between the moving part of a machine's slewing mechanism and its frame. It consists of movable rings with balls or rollers (rolling elements) between them, plus a gear ring. It transfers heavy loads from the machine's rotating part to its fixed support structure, while allowing rotation and drive.
The classification rests on General Rule of Interpretation 1 and Note 2(a) to Section XVI of the TN VED. The decision is issued under the first paragraph of Article 22(1) of the EAEU Customs Code. It fixes only the four-digit heading 8483 and names no subheading.
How slewing rings have been classified outside the EAEU
International practice is set out in a comment on the draft decision posted on the regulation.eaeunion.org portal on 4 March 2026 alongside the draft (the document does not name its author). These are the commenter's views, not the EEC's.
- According to the comment, in March 1965 the Nomenclature Committee of the Customs Co-operation Council treated the slewing ring as a combination of a bearing (heading 84.62 of the Brussels Nomenclature, now 8482) and toothed wheels (84.63, now 8483) and, by a majority, placed it with gearing.
- The US Court of International Trade, in Rollix Bearing v. United States (decision published in 1991), held the unit to be part of a gear transmission and classified it under item 680.49 of the former TSUS tariff; the commenter notes that this corresponds to heading 8483 HTSUS. The comment adds that US Customs later placed such units in subheading 8483.90.50 HTSUS.
- Commission Regulation No 1452/2007 (OJ L 325, 11.12.2007) classified the unit in subheading 8483 90 89 of the EU Combined Nomenclature, i.e. heading 8483.
The commenter also proposed subheading 8483 90 890 9 of the EAEU TN VED. The adopted decision contains no such level of detail.
What this means for importers
The decision fixes the classification of such units in heading 8483 and concerns imports of separately supplied slewing rings of the described design and purpose (the comment on the draft named heading 8482 as the alternative). Because the decision gives only the heading, the full ten-digit code is still determined from the description of the specific product. The decision enters into force on 14 November 2026; it names heading 8483 of the EAEU TN VED for a slewing ring of the described design.
