EEC committee agrees drafts on standards, poppy seeds and repellents
On 6 October 2026, the relevant EEC Advisory Committee agreed a package of draft amendments on technical regulation and sanitary and veterinary measures for consideration by the EEC Board. The meeting was chaired by Alexander Subbotin, EEC Minister for Technical Regulation, and attended by heads and experts of the authorised bodies of EAEU member states, the Commission reported. These are drafts that the EEC Board has yet to consider.
Drafts sent to the Board
- Standards lists under technical regulations. Draft amendments were agreed to the lists of standards needed to implement technical regulations covering railway transport and infrastructure, fruit and vegetable juice products, and perfumery and cosmetic products.
- Uniform sanitary-epidemiological and hygienic requirements. Two draft amendments were approved. The first adjusts the cadmium limit for edible poppy seeds intended for food production; the EEC announcement does not state the value. The second provides that toxicity, safety and physico-chemical requirements for repellents classed as personal protective equipment will be abolished once the corresponding amendments to the technical regulation take effect.
- African swine fever. A draft amendment was agreed to the procedure for interaction in the prevention, diagnosis, localisation and elimination of outbreaks of especially dangerous animal diseases, covering general principles and rules for fighting ASF.
Deadlines shifted for veterinary products
The committee also reached an agreement to move the entry into force of the rules governing diagnostic, disinfectant, insecticidal and acaricidal products for veterinary use to 1 September 2031, and to extend the transition period to 31 December 2036 (EEC). The announcement does not say by which act or when the postponement will be formalised.
For context, in 2022 the EEC Council adopted uniform rules for veterinary diagnostic products only. They were to take effect 24 months after the approving decision entered into force for Armenia, Belarus, Kazakhstan and Russia, and 48 months after for Kyrgyzstan. Registration certificates issued earlier remain valid for the periods set by national law, but no later than 31 December 2028; by the same date, dossiers of products registered under EAEU law must be brought into line with the Union rules. The 2026 announcement does not say whether these dates change.
Who the drafts affect
- Producers and suppliers of railway products, juice products, and perfumery and cosmetics, through the standards lists for the respective technical regulations.
- Suppliers of edible poppy seeds for the food industry, through the cadmium limit.
- Manufacturers and importers of repellents classed as PPE.
- Market participants dealing in veterinary diagnostic, disinfectant, insecticidal and acaricidal products, through the agreed 2031 and 2036 dates.
The committee also discussed a new version of the plan for developing and amending EAEU technical regulations and reviewed prospects for moving to a new version of the common process for maintaining the unified register of certificates and declarations of conformity.
