EEC ends Neway Valve's price undertakings, sets 25.57% duty
The Board of the Eurasian Economic Commission terminated the price undertakings of Chinese company Neway Valve (Suzhou) Co., Ltd on September 29, 2026, under the antidumping measure on steel wedge gate valves originating from China (EEC release). Instead of being exempt from the duty subject to the undertaking conditions, the producer's goods will now be subject to an antidumping duty of 25.57% of customs value (EEC release; alta.ru). The decision takes effect 30 calendar days after official publication.
Neway Valve's undertakings no longer apply
The original measure was introduced by EEC Board Decision No. 197 of December 20, 2022: an antidumping duty on steel wedge gate valves with a nominal diameter of 50 to 1,000 mm and a nominal pressure of 16 to 250 kgf/cm², originating from China and classified under heading 8481 (EAEU CN codes 8481 80 631 0, 8481 80 632 0, 8481 80 639 0), imposed for 5 years, through January 22, 2028 (alta.ru/tamdoc). Rates ranged from 25.57% to 36.23% depending on the producer: Neway Valve (Suzhou) — 25.57%, Yuanda Valve Group — 29.73%, Zhejiang Neoval Valve — 36.23%, other producers — 36.23% (alta.ru/tamdoc). The same decision accepted Neway Valve's price undertakings, registered on November 18, 2022: as long as they were complied with and a producer's certificate was presented, the company's shipments were exempt from the duty (alta.ru/tamdoc).
Duty calculations change for valve importers
The change affects businesses importing steel wedge gate valves manufactured by Neway Valve (Suzhou) Co., Ltd into the EAEU. While the undertakings were in force, the company's shipments were exempt from the antidumping duty as long as their conditions were met. Once the new decision takes effect, importers will need to include the 25.57% duty on customs value in their customs payment calculations for this producer's goods — in the same way as shipments from Yuanda Valve Group (29.73%) and Zhejiang Neoval Valve (36.23%) are already taxed. Goods from other, unnamed Chinese producers remain subject to the 36.23% rate.
New duty takes effect 30 days after publication
The EEC Board decision of September 29, 2026 takes effect 30 calendar days after its official publication (EEC release). The antidumping measure as a whole remains in force through January 22, 2028 (alta.ru/tamdoc).
