EEC extends anti-dumping duty on Ukrainian stainless pipes to April 2027

The Board of the Eurasian Economic Commission extended, by Resolution No. 84 of July 7, 2026, the anti-dumping duty on seamless pipes made of corrosion-resistant (stainless) steel originating from Ukraine. The measure, which was due to expire on September 6, 2026, has been prolonged until April 29, 2027 inclusive (Alta-Soft).

A decade-old measure, extended pending a new probe

The duty has been in force for ten years, first introduced by EEC Board Resolution No. 6 of January 26, 2016. The latest extension is not a substantive review but a procedural continuation for the duration of a repeat anti-dumping investigation, which the EEC launched on April 30, 2026. Under EAEU rules, the existing duty stays in place while such an investigation is ongoing, and the investigation itself must be completed within 12 months of its start date (Alta-Soft).

Products, codes and duty rates

The measure covers seamless stainless steel pipes with an outer diameter of up to 426 mm inclusive. The review lists the following EAEU HS codes within heading 7304: 7304 41 000 1, 7304 41 000 5, 7304 41 000 8, 7304 49 100 0, 7304 49 930 1, 7304 49 930 9, 7304 49 950 1, 7304 49 950 9, 7304 49 990 0, 7304 90 000 1, 7304 90 000 9 (Alta-Soft).

The duty rate is company-specific and ranges from 4.32% to 18.96% of the customs value (Alta-Soft).

What happens next

The EEC must conclude the repeat investigation by around spring 2027 (Alta-Soft) — at which point it will become clear whether the duty is extended further, revised or terminated. Until then, the measure applies in its current form.
