EEC extends China duties on leaf springs and cookware, zeroes ligature duty
The Board of the Eurasian Economic Commission (EEC) adopted three tariff decisions at its August 25, 2026 session. It extended anti-dumping duties on Chinese leaf springs and aluminum cookware, and created a new commodity code with a temporary zero duty for niobium-aluminum ligature.
Leaf springs get a five-year extension after re-investigation
Following a repeat anti-dumping investigation launched on November 18, 2025 at the request of Chusovskoy Metallurgical Plant, Beloretsk Spring and Coil Plant, and NPF Ressora, the EEC Board extended the duty on Chinese leaf springs and leaves for them by five years — through August 24, 2031 — keeping the rate at 14.11% of customs value (Alta.ru). This is the final ruling: while the investigation was underway, the measure was kept alive by an interim extension. Back in February 2026 the Board, relying on its decision of February 16, 2021 No. 17, extended the duty only through November 17, 2026, so it would not lapse before the review concluded (EEC).
Cookware duty rolled over on the same terms
Under EEC Board Decision No. 108 of August 25, 2026, the Commission also extended a separate measure — the anti-dumping duty on aluminum cookware from China, originally set by Decision No. 107 of August 24, 2021. The rate stays at 21.89% of customs value, and the measure now runs through May 28, 2027; the decision takes effect on September 25, 2026 (Alta.ru).
A zero rate and a new code for the ligature
EEC Board Decision No. 112 of August 25, 2026 adds a dedicated code, 8112 92 410 1, to the EAEU nomenclature for niobium-aluminum ligature used in producing titanium ingots, alloys and slabs. The code carries a temporary zero import duty, running from the decision's effective date through October 31, 2028 (Alta.ru).
What it means for business
Importers of Chinese leaf springs and aluminum cookware don't need to change their customs procedures — the rates (14.11% and 21.89%, respectively) stay the same, but are now locked in for several years: leaf springs through August 24, 2031, cookware through May 28, 2027 (the change takes effect September 25, 2026), reducing planning uncertainty for procurement. Producers of titanium ingots and alloys should check the ligature's commodity code with suppliers and apply the exemption: the zero rate, in force through October 31, 2028, cuts input costs on raw material sourced outside the EAEU.
