EEC extends duty-free quotas for Iranian vegetable and apple imports to 2027

The Board of the Eurasian Economic Commission, by decision No. 119 of September 8, 2026, expanded the list of duty-free tariff quotas on agricultural imports from Iran to cover 2027. The decision was published on September 10, 2026 and takes effect on October 10, 2026 — 30 days after publication, according to the decision card on alta.ru.

Decision No. 119 amends Annex 2 to the underlying EEC Board decision No. 110 of November 26, 2025, which first set Iranian import quotas for 2026 across nine tariff lines while limiting the 2027 annex to poultry meat and offal (HS code 0207, 5,000 tonnes). The 2027 annex now adds eight more product categories at the same volumes already in force for 2026.

Products and volumes covered for 2027

Per the decision No. 119 card, the following annual quota volumes now apply for 2027:

These are the same product groups and volumes currently in force for 2026 under decision No. 110.

How volumes are split among member states

Decision No. 110 breaks down the 2026 volumes by EAEU member state: of the 140,000-tonne apple quota, Russia received 86,663 tonnes, Belarus 32,797 tonnes, Kazakhstan 18,188 tonnes, Kyrgyzstan 2,044 tonnes, and Armenia 308 tonnes (per decision No. 110). According to Interfax's report on the draft, the 2027 country shares were proposed to stay at 2026 levels: Russia's allocation, in particular, would include 18,768 tonnes of potatoes, 26,760 tonnes of tomatoes, 37,398 tonnes of cucumbers and 86,663 tonnes of apples (Interfax, June 19, 2026). The final decision No. 119 does not publish a separate country breakdown for 2027, setting only EAEU-wide totals. The draft underwent public consultation from June 19 to July 9, 2026, prepared by the EEC's Department of Customs Tariff and Non-Tariff Regulation (regulation.eaeunion.org).

Conditions for the zero rate

The quotas operate under the EAEU–Iran Free Trade Agreement of December 25, 2023. Within the licensed quota volume, and subject to the conditions of the preferential regime, imports enjoy a 0% customs duty; any volume above the allocated quota is subject to the duty rate for Iranian-origin goods set by EEC Board decision No. 1 of January 14, 2025 (per decision No. 110).

What this means for importers

Companies importing potatoes, tomatoes, cabbage, carrots, beets, cucumbers, apples and canned tomatoes from Iran will need to factor the same national quota volumes into their 2027 supply planning as apply in 2026, and arrange the required import license in advance — without it, shipments are charged at the duty rate applicable outside the preferential regime. Decision No. 119 takes effect on October 10, 2026 — leaving businesses roughly three months to arrange contracts and licensing paperwork before the 2027 quota year begins.
