EEC proposes duties up to 22.37% on truck tires from Thailand, Vietnam
The Eurasian Economic Commission's Department for Internal Market Defense has proposed five-year antidumping duties on truck tires shipped into the EAEU from Thailand and Vietnam. The proposal, based on an investigation launched in late 2025, became known on September 24-25, 2026 (kommersant.ru; alta.ru). The final rates and effective date are approved by the EEC Board, and its decision in this case has not yet been published.
The rate depends on country and producer: from 11.31% to 22.37%
For Thailand, the department proposes a rate of 17.05% for Prinx Chengshan and Maxxis International and 22.37% for other Thai producers. For Vietnam the spread is wider: 11.31% for Jinyu, 14.99% for Vietnam COFO Tires, 16.48% for Sailun, and 17.25% for Advance Tyre and other exporters (kommersant.ru; alta.ru).
According to Kommersant, the key ground for the protective measure was the gap between the price of imported and average-market truck tires: from April 2024 through March 2025, Vietnamese tires sold 24.2% below the average market price and Thai tires 20% below (kommersant.ru).
How the investigation quantifies the damage to the industry
Over 2022-2024, EAEU truck-tire output fell 5.6%, capacity utilization dropped 4.9%, and manufacturers' profit from sales fell 58.7% (kommersant.ru). In 2025, output fell 14%, inventories rose 19%, and both profit from sales and production profitability for the first three quarters dropped 1.8 times (kommersant.ru).
According to Kommersant, the investigation was initiated by Belarus's Belshina, Russia's Cordiant and the Nizhnekamsk truck tire plant, part of Kama Tyres (kommersant.ru). When the investigation was reported to have been launched on November 17, 2025, the list was broader and also included Omskshina, the Altai Tire Plant and Kazakhstan's Tengri Tyres (rupec.ru).
Existing duty on Chinese tires extended to November
Truck tires from China are subject to a separate antidumping duty introduced by EEC Board Decision No. 154 of November 17, 2015, at rates from 14.79% to 35.35% of customs value depending on the producer. Due to a repeat investigation launched on November 14, 2025, the duty has been extended to November 13, 2026 inclusive; it was originally due to expire on June 29, 2026 (eec.eaeunion.org).
What this means for truck-tire importers
For now this is a department-level proposal: the list of companies, final rates and start date of the duties will be set by an EEC Board decision. Importers of tires from Thailand and Vietnam should already check their suppliers against the producer list in the proposal, since the rate for a specific plant ranges from 11.31% to 22.37%, and the measure is designed to last five years (kommersant.ru; alta.ru).
