EEC quotas on meat, whey and rice for 2027 take effect Sept 27

On September 27, 2026, two decisions of the Eurasian Economic Commission (EEC) Board dated August 25, 2026 — No. 109 and No. 110 — take effect, setting 2027 tariff-rate quotas for select meat categories, whey, and Vietnamese long-grain rice imported into the EAEU. Both were signed on August 25 and published on August 28, 2026, entering into force after the standard 30-day period following publication — Decision No. 110, Decision No. 109.

Decision No. 110 specifies that the quotas apply to agricultural goods placed under the customs procedure of release for domestic consumption, "except for goods originating in and imported from CIS member states" (alta.ru).

How volumes are split among EAEU states

Per the EEC press release, the 2027 quota volumes are allocated as follows (alta.ru/ts_news, corroborated by TKS.RU and meatinfo.ru):

The EEC's allocation logic: for Kazakhstan and Russia, volumes are fixed under each country's WTO accession protocol, while for Armenia, Belarus and Kyrgyzstan quotas are set "at volumes not exceeding the gap between consumption and production," taking each party's request into account (Ritm Eurasii).

Vietnamese rice: a separate quota under the 2015 free trade agreement

Decision No. 109 sets the quota for long-grain rice originating in Vietnam under the 2015 EAEU–Vietnam free trade agreement. The decision covers two tariff lines: 1006 30 670 1 (wholly husked parboiled rice) and 1006 30 980 1 (wholly husked other long-grain rice) — 1006 (alta.ru).

For parboiled rice, the 2027 volumes are: Armenia — 250 t, Belarus — 2,200 t, Russia — 7,550 t (alta.ru).

What this means for importers

Companies importing beef, pork, poultry, whey or long-grain rice from third countries (outside the CIS) will need to secure their share of the national quota through the authorized body in their own EAEU state: the EEC decisions only fix the aggregate country-level volumes, while allocation among individual importers and issuance of import licences is left to the member states (Decision No. 109). Shipments exceeding a country's allotted volume are subject to the out-of-quota duty rate. Because the rice quota operates under the dedicated agreement with Vietnam, it does not cover rice supplies from other origin countries.

Anti-dumping duty on Chinese leaf springs extended to 2031

On the same day, September 27, EEC Board Decision No. 111 of August 25, 2026 also takes effect, extending the anti-dumping duty on leaf springs and leaves for them from China (7320) through August 24, 2031 inclusive, at a rate of 14.11% of customs value (eec.eaeunion.org, alta.ru).
