EEC zeroes duties on manganese ore and titanium scrap until 2028

On 11 August 2026 the Board of the Eurasian Economic Commission (EEC) adopted two decisions — No. 104 and No. 102 — introducing a two-year zero import duty on manganese ores and concentrates and on titanium waste and scrap. Both zero rates take effect 24 August 2026 and run through 31 August 2028 inclusive (Alta-Soft: Decision No. 104; Alta-Soft: Decision No. 102).

Manganese ores and concentrates: zero rate under code 2602

Decision No. 104 sets a zero import duty for manganese ores and concentrates, including agglomerated iron-manganese ores and concentrates with a manganese content of 20% by weight or more (EAEU HS code 2602 00 000 0) (Alta-Soft; EEC). Vaagn Kazaryan, director of the EEC's Customs Tariff and Non-Tariff Regulation Department, said the ores are the primary feedstock for manganese alloys used in ferrous metallurgy as a deoxidizer and alloying agent in steelmaking (EEC).

Titanium waste and scrap: a footnote swap in the EAEU Common Customs Tariff under code 8108

Decision No. 102 introduces a zero rate for titanium waste and scrap (code EAEU 8108 30 000 0). Technically the measure works by replacing the footnote reference in the EAEU Common Customs Tariff: footnote "89С)" attached to the tariff line is replaced by footnote "124С)", under which the zero rate applies from the decision's entry into force through 31 August 2028 inclusive (Alta-Soft). Kazaryan noted that titanium scrap is used as secondary feedstock in producing titanium ingots and slabs, cutting cost and speeding up production (EEC).

Who is affected and what it means for business

The duty-free window is aimed primarily at:

The EEC frames the goal as raising capacity utilization at EAEU metallurgical enterprises, expanding output of higher-margin products, and improving their competitiveness on domestic and export markets (EEC). For businesses this means a lower duty burden on imports under codes 2602 and 8108 for the full term of the decisions.

When the zero rate starts and how long it lasts

Both decisions were adopted by the EEC Board on 11 August 2026 and enter into force 10 calendar days after official publication (EEC: manganese ore; EEC: titanium scrap). The zero rates themselves apply from 24 August 2026 through 31 August 2028 inclusive (Alta-Soft; Alta-Soft) — importers of manganese ore and titanium scrap should plan shipments under the zero rate from late August, keeping in mind the measure is temporary and set for exactly two years.
