Kazakhstan lifts third-country construction materials ban on 17 October
Kazakhstan's Minister of Industry and Construction, E. Nagaspayev, has signed Order No. 499 of 5 October 2026, repealing Orders No. 237 and No. 386, which banned imports of construction materials from third countries. According to uchet.kz, the order was published on 6 October and, by their calculation, takes effect on 17 October 2026.
Goods released from the ban
Order No. 237 of 15 May 2026 prohibited imports from third countries by all modes of transport for six months. The list under the EAEU Commodity Nomenclature of Foreign Economic Activity (TN VED):

The measure rested on the laws "On Regulation of Trade Activity" and "On National Security", as well as Article 47 of the EAEU Treaty and Section 10 of Annex 7 to it.
Temporary wording of the stone list under Order No. 386
Order No. 386 of 3 August 2026 added paragraph 1-1 to Order No. 237. Under it, until 1 October 2026 the paragraph on stone products applied in a temporary wording that listed only codes 6801000000, 6802931000 and 6802939000; code 6802230000 (granite) was not included. Both orders cease to be in force from 17 October 2026.
What this means for importers into Kazakhstan
The repeal applies to imports of cement, sheet glass, gypsum boards, stone products, and non-refractory construction mortars and concretes from countries outside the EAEU: according to uchet.kz, the ban covered imports from countries that are not members of the Union.
As Baq.kz reported on 4 August, the minister told a government meeting that the measures "ensured growth of domestic production without a negative effect on domestic prices".
How the effective date of Order No. 499 is determined
The order takes effect ten calendar days after its first official publication. uchet.kz gives the date as 17 October 2026. The same source notes that, without the repeal, the six-month ban would have expired only at the end of November 2026.
The order instructs the Industry Committee to notify the State Revenue Committee of the Ministry of Finance (on control), the Railway and Water Transport Committee of the Ministry of Transport and JSC "National Company Kazakhstan Temir Zholy" (on implementation measures), and the Ministry of Trade and Integration (on the need to inform the Eurasian Economic Commission).
