Kyrgyzstan bans apple imports until 1 February 2027, EAEU included

Kyrgyzstan's Prime Minister Adylbek Kasymaliev has signed a decree temporarily banning apple imports, reported on 27 October 2026. The ban runs until 1 February 2027 and covers supplies from both third countries and EAEU member states. Transit is the only exception.

The ban also covers EAEU countries: the stated reasons

According to Interfax, the measure is meant to support orchards, create conditions for timely sale of the 2026 harvest and preserve the sector's production capacity. 24.kg reports that the ban is designed to help sell the domestic crop "in the autumn-winter period, including January 2027" and to reduce the risk of unsold stock piling up.

The decree's number and date have not been given in public reports, and the text had not been published at the time of writing. What follows therefore refers to a Cabinet decree whose signing was announced on 27 October.

How the decision came about

Kaktus.media reported on 9 October 2026 that the Ministry of Water Resources, Agriculture and Processing Industry had published a draft decree for public discussion. Its explanatory note said the deadline was chosen to match the harvest and sales period, and that after the ban is lifted imports could meet demand in the off-season. According to Kaktus.media, the plan was to monitor apple availability and prices while the measure is in force, and to lift the restriction early if supply runs short or prices rise. These are provisions of the draft. Public reports do not say whether they made it into the final text.

Agriculture Minister Erlist Akunbekov said: "For our part, we will organise fairs locally and make sure prices do not rise."

What this means for exporters and importers

Until 1 February 2027, the Kyrgyz market is closed to apple suppliers from EAEU member states and from third countries. TKS.RU notes that EAEU origin alone does not exempt a shipment from the ban. Transit across Kyrgyz territory to other countries is not affected. In TKS.RU's assessment, the key factor in route planning is the final destination of the goods: imports into Kyrgyzstan are banned, transit is allowed.

The official text of the decree had not been published at the time of writing; the reports do not describe the enforcement mechanism or any exceptions beyond transit.
