Russia details calculation rules for new electronics tech levy

Russia's Ministry of Industry and Trade (Minpromtorg) has published a draft government resolution (project ID 165947) on the federal portal for draft regulations, setting out the procedure for calculating and paying the new technology levy on electronics. The document appeared on regulation.gov.ru on August 18, 2026, according to a review by alta.ru. The resolution spells out the mechanics of a levy that is due to take effect on December 1, 2026.

How the calculation will work

The technology levy applies to the electronic component base and to industrial goods containing such components; the list of covered items and the levy rate for each will be fixed in a separate government-approved list (alta.ru). The distinctive feature of the draft is that the process is almost fully automated:

In effect, the levy rate will be tied directly to the product code declared and labeled by the market participant, rather than to a separate manual submission to GISP.

Who is affected

Two categories of businesses will be liable to pay the levy:

The underlying law caps the levy: according to trade-press coverage, the rate must not exceed 5,000 rubles per unit of goods or component, with exact amounts per product line to be set by the government (ppt.ru, regberry.ru). The legal basis for the levy was laid down by Federal Law No. 425-FZ of November 28, 2025 (regberry.ru); the draft resolution under discussion implements that law by establishing the procedural calculation rules.

Timing and the postponement

The original law envisaged launching the levy on September 1, 2026, but Federal Law No. 195-FZ of June 26, 2026 pushed the start date to December 1, 2026 (ppt.ru). Minpromtorg's draft calculation rules are aligned with the new date: the review of the draft resolution likewise lists December 1, 2026 as the planned effective date (alta.ru).

Importers of electronic components and finished electronics containing them should check the taxable-goods list once it is approved and make sure their Chestny Znak data feeds are accurate and timely, since the speed and accuracy of that reporting will directly determine the timing and amount of GISP's automated levy calculation.
