Russia extends 10% export duty on flaxseed to 2028
Russia's government has extended its temporary export duty on flaxseed for another two years, pushing the sunset date from 31 August 2026 to 31 August 2028. Resolution No. 1073, signed on 25 August 2026, amends the underlying export-duty schedule set by Resolution No. 2068 of 27 November 2021 and took effect on 26 August 2026 (alta.ru).
What the amendment actually changes
The edit is narrow and technical: footnote "(14C)" to the export duty schedule now reads "through 31 August 2028" instead of "through 31 August 2026" (alta.ru). That footnote applies to "other flaxseed" classified under 1204 00 900 0 of the EAEU nomenclature, for which the export duty rate remains 10% of the customs value (alta.ru). The rate itself is unchanged — only the duration of the measure is extended.
Why the duty exists and why it was renewed
The duty on oilseed flax was introduced in the autumn of 2025 and was originally set to expire on 31 August 2026. The government justified it as a way "to stimulate the loading of flax-processing capacity and maintain an optimal balance between the domestic market and raw-material exports" (Interfax). The measure was initiated by industry association Maslozhirovoy Soyuz, which argued that flax had remained the only oilseed crop without such an incentive for domestic processing (Interfax). Against a backdrop of rising output — according to IKAR estimates, from 1.15 million tonnes in the 2023/24 season to 1.25 million tonnes in 2024/25, with a forecast of 1.3–1.4 million tonnes for 2025/26 (Interfax) — the government opted to extend the duty for two more marketing seasons rather than let it lapse.
Planning horizon for exporters
The change directly concerns companies exporting flaxseed outside the EAEU under code 1204 00 900 0. In practical terms nothing changes in the mechanics: the 10% ad valorem rate stays as is, so contract pricing models and duty calculations at declaration remain unaffected. The main practical consequence is planning certainty: exporters negotiating longer-term supply contracts with overseas buyers no longer need to price in the risk of the duty lapsing or being revised at the end of August 2026, since Resolution No. 1073 took effect on 26 August 2026 and the extended 10% duty is now locked in through 31 August 2028 (alta.ru).
