Russia extends customs monitoring pilot to March 31, 2029

Russia's government has extended its customs monitoring pilot. Resolution No. 1188 of September 18, 2026 amends Resolution No. 240 of February 16, 2023, pushing the pilot's end date from March 31, 2027 to March 31, 2029 (document card). The amendments take effect on October 19, 2026 (alta.ru/tamdoc; the date is confirmed by a regulatory overview from ppt.ru).

How the automated monitoring works

Participants keep their own goods-accounting systems, while customs authorities collect data on their declaration indicators automatically every quarter (alta.ru/laws_news). If the system flags risks, customs has three working days to decide on launching a full monitoring review, which concludes with a formal opinion listing the risks identified (same source).

What changes in participation terms

Beyond pushing back the pilot's expiration date, Resolution No. 1188 clarifies several procedural deadlines (document card):

Monitoring continues to cover goods imported from outside the Eurasian Economic Union and placed under customs procedures, goods exported outside the EAEU and placed under customs procedures, and goods placed in temporary storage (document card).

Who the new terms apply to

The pilot applies to companies that voluntarily join and keep goods records in systems whose data is accessible to customs. For them, customs control is built on regular automated reconciliation of declaration indicators, and where discrepancies are found, a formalized window of up to one month applies for resolving them. The extension to March 31, 2029 lengthens the period during which companies can apply and take part in the pilot: applications remain open until September 30, 2028 (document card).
