Russia extends diesel and gas oil export ban to 31 January 2027
Russia's government has extended the ban on exports of diesel fuel, marine fuel and gas oils to 31 January 2027 under Resolution No. 1436 of 31 October 2026. According to the government's release, this covers fuel exported by direct producers. For them, the restriction ran only until 31 October 2026, and the exemption that was due to take effect on 1 November has been cancelled. The resolution takes effect on 31 October 2026.
What exactly was repealed in Resolution No. 954
The underlying ban was introduced by Resolution No. 954 of 30 July 2026. It covers diesel fuel, marine fuel and other gas oils (EAEU HS codes 2710 19 421 0 – 2710 19 429 0, heading 2710) and commercial gasoline (2710 12 411 0 – 2710 12 590 0). Resolution No. 1436 makes three changes:
- sub-paragraph (d) of paragraph 2 is repealed;
- paragraph 5 is repealed as well;
- paragraph 4 now provides that the resolution applies from 1 August 2026 until 31 January 2027 inclusive.
It also repeals sub-paragraph (b) of paragraph 1 of Resolution No. 1097 of 28 August 2026 and the same sub-paragraph of Resolution No. 1252 of 29 September 2026.
How the deadlines moved from August to November
Sub-paragraph (d) allowed exports of diesel, marine fuel and other gas oils, including under intergovernmental agreements and to EAEU member states, provided the coefficient n equals 0 roubles per tonne. Unlike sub-paragraph (c), it was not tied to indicative balances. It was originally set to take effect on 1 September 2026. Resolution No. 1097 postponed that to 1 October, and No. 1252 to 1 November.
Paragraph 5 had limited the validity of sub-paragraph (c) to 31 August 2026. That date was later moved to 30 September and then to 31 October. Paragraph 5 is now repealed.
Which exemptions remain for exporters
Sub-paragraph (d) will not take effect on 1 November; it never applied. Sub-paragraph (c) of paragraph 2 stays in force. It still permits exports of diesel, marine fuel and gas oils under intergovernmental agreements, including to EAEU member states, within indicative balances and with the coefficient n equal to 0. With paragraph 5 repealed, (c) no longer has a separate end date and applies until 31 January 2027.
Other exemptions in paragraph 2 also remain, such as international transit, fuel in the technological tanks of vehicles and exports by individuals for personal use. Under the text of the resolution, exports in this period are possible only under the exemptions in paragraph 2.
tks.ru reads the amendment the same way: the difference in deadlines for producers has been removed. According to the government, the decision was taken "to maintain a stable situation on the domestic fuel market".
