Russia extends lead and lead scrap export licensing for six months

Russia's government has issued Decree No. 1098 of August 28, 2026, extending the licensing regime for exporting lead and lead scrap outside the Eurasian Economic Union. The decree was published on August 31, 2026, takes effect on September 2, 2026, and remains in force for six months from that date (alta.ru). It continues a licensing regime first introduced in 2025 and previously extended in January 2026 (1prime.ru).

Products covered by the licensing regime

The permit requirement applies to:

An exception is made for non-ferrous metal semi-finished products containing precious metals (code 7801 99 100 0), which remain outside the licensing scope (alta.ru).

Conditions for obtaining a one-time license

One-time export licenses are issued by Russia's Ministry of Industry and Trade (Minpromtorg) under rules approved by Decree No. 1577 of November 18, 2024. To qualify, an applicant must simultaneously hold:

The licensing requirement does not apply to international transit shipments that both begin and end outside Russia, or to movement of goods between parts of Russian territory across the territory of foreign states.

Who is affected and what it means for business

In practice, only companies that operate their own lead-production facility and already hold the required environmental and industrial safety permits — mainly battery-scrap processors and metallurgical plants — will be able to secure a license. Traders who purchase scrap for resale without an own hazard-class-II waste license and a registered hazardous production facility are unlikely to meet the full set of criteria. Minpromtorg has previously stated that bona fide market participants face no additional approvals when applying (1prime.ru).

When the licensing regime expires

Decree No. 1098 took effect on September 2, 2026, and the licensing regime runs for six months from September 2, 2026. Given the pattern of regular renewals of this measure, exporters should prepare their one-time license documentation under Decree No. 1577 well before the current term expires.
