Russia extends producers' diesel export ban to 31 October

The Russian government has extended the ban on exports of diesel fuel, marine fuel and gas oils by direct producers. Decree No. 1252 of 29 September 2026 extends the ban through 31 October 2026; it was previously due to expire on 30 September 2026. The decree enters into force on the day of its official publication.

Producers' diesel, marine fuel and gas oils — through 31 October

Decree No. 1252 amends Government Decree No. 954 of 30 July 2026 "On introducing a temporary ban on the export of certain types of fuel from the Russian Federation": in paragraph 5, the words "through 30 September 2026" are replaced with "through 31 October 2026".

According to Alta.ru, the ban covers diesel and marine fuel as well as gas oils under EAEU TN VED codes 2710 19 421 0 – 2710 19 429 0 (heading 2710) exported from Russia by direct producers, and runs through 31 October inclusive. RIA Novosti also reports that the extension applies to producers, and notes that on 8 July the government banned exports of gasoline and diesel.

Exemptions under Decree No. 954 remain in place

The decision was taken, as Neftegaz.ru puts it, "to maintain a stable situation on the domestic fuel market, including amid increased demand for motor fuel during the harvest campaign". NANGS cites the same purpose.

According to Neftegaz.ru, fuel exports remain permitted:

under intergovernmental agreements within indicative balances and/or protocols to them;
for humanitarian aid to foreign states based on government decisions;
in the interests of Russian organisations and entities, including to Baikonur and the Svalbard (Spitsbergen) archipelago;
for fuel in transit;
for personal use.

Separate deadlines for non-producers, gasoline and jet fuel

According to NANGS, the diesel export ban for non-producers applies until 31 January 2027, the ban on jet fuel exports until 30 November 2026, and the full ban on gasoline exports until 31 January 2027.

As a result, for producers of diesel fuel, marine fuel and gas oils under codes 2710 19 421 0 – 2710 19 429 0, exports from Russia are closed through 31 October 2026 inclusive, except in the exempted cases.
