Russia extends simplified certification and marking rules to 2027
Russia's authorities rolled out a package of regulatory changes effective September 1, 2026: some business relief on conformity assessment was extended by a year, marking pilots were extended into next winter, and the transitional import regime for goods from EAEU countries has ended. At the same time, the list of goods subject to mandatory certification was expanded. The changes affect importers of children's products, heating equipment, auto components, medical devices and industrial electric equipment (alta.ru).
What was extended in conformity assessment
Government resolution No. 353, "On the specifics of licensing and permitting activity in the Russian Federation," which allows simplified conformity-assessment procedures, has been extended until September 1, 2027 (alta.ru).
The related list of goods exempt from the mandatory conformity-confirmation requirements of Resolution No. 353 — Ministry of Industry and Trade order No. 4114 of September 10, 2024 — was likewise extended. Order No. 3917 of August 4, 2026, which entered into force on August 31, 2026, prolonged it to the same date, September 1, 2027 (alta.ru). The list covers children's products (diapers, pacifiers, strollers, bicycles, footwear, underwear, toys), weapons and explosives, agricultural machinery (tractors and equipment), elevators, seat belts, heating equipment, gas pipes, metalworking machine tools and tools, fire alarms, and child car seats. For goods on this list, the simplified conformity-assessment scheme now runs through September 1, 2027.
Meanwhile, the transitional period for the special import regime for goods from EAEU member states under Resolution No. 2425 ended on September 1, 2026 (alta.ru).
Marking pilots extended, not just carried over
According to the regulatory overview, marking pilots for six product groups were reported as ending: fiber-optic products, heating appliances, cable and wire products, pyrotechnic and fire-safety products, polymer pipe products, and auto components (alta.ru). However, government resolution No. 1113 of August 31, 2026 extended the marking pilots through February 28, 2027 for a broader set of nine categories: alongside the six groups above, it separately covers medical devices (glucometers, test strips, tonometers, rapid tests), household goods (tableware, cutlery, kitchenware, cleaning products, decor), and federal special stamps for low-alcohol beverages up to 9% ABV (alta.ru). In other words, Resolution No. 1113 does not simply extend the same six pilots — it fixes a wider nine-category list.
What this means for importers
For companies importing goods covered by order No. 4114, the simplified conformity-assessment scheme now runs through September 1, 2027. For participants trading in the nine categories covered by Resolution No. 1113 — from cable products to medical devices, household goods and low-alcohol beverages — the resolution keeps the pilot's terms in place for its participants through February 28, 2027.
Separately, the mandatory certification list has been expanded to include general-purpose industrial electric motors rated 1–400 kW (alta.ru). Manufacturers and importers of such equipment should verify that shipments carry a mandatory conformity certificate, since the simplified declaration route no longer applies to this category.
Deadlines and decisions to factor in through 2027
- September 1, 2027 — expiration of relief under Resolution No. 353 and the exempt-goods list in order No. 4114.
- September 1, 2026 — end of the transitional special import regime for EAEU-origin goods under Resolution No. 2425.
- February 28, 2027 — new deadline for the marking pilots covering nine product categories under Resolution No. 1113.
