Russia mandates meat marking, bans sale of unmarked workwear stock from August 1

Two tightenings of Russia's mandatory "Chestny Znak" (Honest Sign) marking regime took effect simultaneously on August 1, 2026, both directly affecting importers: mandatory marking of finished meat products began, and retailers were barred from selling unmarked leftover stock of workwear and personal protective equipment (PPE).

New rules for meat products

Under Government Decree No. 205 of February 28, 2026 (amending Decree No. 1682 of November 30, 2024), DataMatrix marking became mandatory for finished and canned meat products, culinary items and pâtés in consumer packaging — commodity code 1602 of the EAEU Harmonized System (alta.ru customs document database; markznak.ru). From October 1, 2026, sausage products — code 1601 00 — join the scope (alta.ru; markirovka.ru). Mandatory registration of supply-chain participants in the marking system began on March 1, 2026 (alta.ru citing RBC; markirovka.ru). Goods produced exclusively for export outside the EAEU and not entering domestic circulation are exempt (mertech.ru).

Ban on unmarked workwear inventory

At the same time, from August 1, 2026, retail sale of unmarked leftover light-industry goods was banned as part of the fourth wave of textile marking, introduced by Government Decree No. 2129 of December 25, 2025, which expanded the product list under Decree No. 1956 of December 31, 2019 (alta.ru customs document database). The list covers flame-resistant protective clothing and coveralls, industrial gloves and mittens, protective headgear, belts and harnesses, and life jackets (alta.ru citing Rossiyskaya Gazeta; alta.ru customs document database) — HS codes include 6203 and 6204 for garments, 6307 for life jackets, and 4203 for leather items including belts and harnesses. Goods put into circulation from March 1, 2026 must be marked immediately.

How the transition window on leftover stock closes

From August 1, 2026, a full ban on selling unmarked fourth-wave leftover stock is in force, while warehouse storage of such goods remains permitted (br1c.ru; astral.ru). For stock a seller owned as of March 1, 2026, the final deadline is December 1, 2026: items must be described in the Chestny Znak National Catalogue, DataMatrix codes ordered and obtained, and codes applied with circulation-entry data submitted; after December 1, selling any unmarked fourth-wave goods is prohibited regardless of purchase date (astral.ru; br1c.ru).

What it means for importers

For companies importing canned meat, ready meals or protective workwear, Decrees No. 205 and No. 2129 require marking to be embedded in the supply chain before goods are released into circulation in Russia: registration in the system and the ordering and application of DataMatrix codes fall on whichever participant first places the goods into circulation — for imported goods, that is typically the importer itself. Whether a product falls under the marking requirement is determined jointly by its EAEU HS code and OKPD2 classification (alta.ru). Trading unmarked goods carries administrative liability under Article 15.12 of Russia's Code of Administrative Offenses: fines of 5,000 to 10,000 rubles for officials and 50,000 to 300,000 rubles for legal entities, with possible confiscation of goods (br1c.ru).

The next milestone for meat products is June 1, 2027, when retailers must start reporting product withdrawal from circulation at point of sale, followed by a switch to unit-level accounting from March 1, 2028 (markirovka.ru).
