Russia reinstates pre-release eco-fee for importers from September 1

Russia's government has reinstated the requirement for importers to pay the environmental disposal fee and file related reporting before customs clears their goods. The change was introduced by decree No. 650 of May 30, 2026, which amends decree No. 750 of June 1, 2024, and took effect on September 1, 2026 (alta.ru, zr.ru). The rule runs through September 1, 2027 and applies to importers bringing into Russia goods from the pilot list on tracking goods and packaging subject to disposal, imported from countries outside the EAEU.

What importers must do before filing the declaration

Between September 1, 2026 and September 1, 2027, importers of listed goods must, before their cargo is released by customs:

According to ppt.ru, the government has extended the pilot under decree No. 750 for a new period, running from September 1, 2026 to September 1, 2027 (ppt.ru).

Which goods are covered

The pilot does not cover all imports — only the specific goods list attached to decree No. 750, including packaged goods. The list includes, among others, 6103 for clothing (the list specifies knitted men's trousers), 4011 for tires and inner tubes for cars, trucks, motorcycles and bicycles, and 8507 for lead-acid batteries, codes 8507 10 and 8507 20 (selsup.ru). In practice, importers of these goods now need to build fee payment and mass reporting into their pre-declaration workflow, since the confirming data must appear in the information system by the time the declaration is filed, or they risk missing the deadline set for these actions.

Missing customs data does not block release

The decree does not introduce an outright bar on release when customs lacks payment data. Clause 14 of the regulation attached to decree No. 750 states that "the absence, with customs authorities, of information on an importer having performed the actions required under clause 9 of this regulation is not grounds for refusing to register a customs declaration or to release the goods" — a quote cited by Alta-Soft with reference to the decree's text (alta.ru). In other words, release delays are not built into the mechanism on that specific ground, but failing to pay the fee or file the reporting remains a separate violation that can surface during subsequent compliance checks throughout the rule's application period, from September 1, 2026 to September 1, 2027.
