Russia's customs strategy to 2030: 10-minute truck checks at the border
On September 17, 2026, the Russian government announced that Prime Minister Mikhail Mishustin had approved an updated Strategy for the Development of the Russian Customs Service through 2030. According to the document details reported by tks.ru and alta.ru, the underlying act is Government Directive No. 2401-r of September 7, 2026 (“On amendments to the Strategy for the Development of the Russian Customs Service through 2030”). The headline target of the revised strategy is to raise the share of automated customs operations to 100% by 2030 (alta.ru; tks.ru).
How border control is to be sped up
The strategy's key measurable benchmark is cutting the standard inspection time for cargo trucks at border crossings from the current 35-50 minutes to 10 minutes through digitalization of control procedures (alta.ru; pnp.ru). To achieve this, customs plans to rely on advance declarations filed by authorised economic operators (AEOs), automated data analysis, and modern inspection equipment that allow low-risk cargo to cross without stopping (tks.ru).
“Advanced-model” checkpoints become standard from 2027
Starting January 1, 2027, “advanced-model” border checkpoints — equipped with electronic inspection systems and automated X-ray image analysis from inspection and screening complexes (ISCs) — will become the mandatory standard for construction, modernization and reconstruction of road, sea, rail and air checkpoints (alta.ru; pnp.ru; klerk.ru). The strategy also describes a unified information system for each checkpoint that would automatically collect data on people, vehicles and goods (tks.ru).
A new customs IT backbone, e-declaration centres, AI and GosLog
The document provides for launching an updated automated information system of customs authorities built on domestic technology, intended to automate operations and improve internal process management (seanews.ru). In parallel, electronic declaration will keep expanding through the network of electronic declaration centres (EDCs), while advance declaration of goods will be extended at road checkpoints (alta.ru; klerk.ru). The risk management system is set to get a more intelligent model for real-time cargo risk assessment based on big data, machine learning and artificial intelligence, applied from the advance-information stage through post-clearance control (tks.ru). The strategy also calls for integration with GosLog, the national digital transport and logistics platform, and single-window mechanisms (tks.ru). For inspection and screening complexes, it envisions automated image analysis that separates scanning from analysis and reduces inspectors' manual workload (tks.ru). Dedicated software is to be developed on domestic technology, phasing out foreign products in customs information systems, with a specialized IT institution to be set up under the Federal Customs Service (tks.ru).
Post-clearance control and expanded AEO benefits
The strategy shifts the focus of control to the post-release stage, tracking goods movement from import through sale (tks.ru). At the same time, it expands simplifications and benefits for authorised economic operators (AEOs), including moving more of their operations into automated mode (tks.ru).
What it means for trade operators
Companies working through road checkpoints will need to make broader use of advance declaration before cargo reaches the border (alta.ru; klerk.ru). Interaction with customs will increasingly run through electronic document flow via electronic declaration centres and the updated customs information system (seanews.ru). For AEOs, the strategy expands the range of simplifications, including wider use of automated customs operations (tks.ru). The original strategy was adopted in May 2020 (pnp.ru; klerk.ru); the new directive updates its targets and timelines.
