Russia's Industry Ministry and fund sign deal on Suez industrial zone
Russia's Ministry of Industry and Trade and the Crystal Growth (Kristall Rosta) investment fund signed a cooperation agreement on September 4, 2026, on the sidelines of the Eastern Economic Forum in Vladivostok, to advance the Russian Industrial Zone (RIZ) in Egypt's Suez Canal Economic Zone. The signing took place in the presence of Deputy Prime Minister Alexei Overchuk (Alta-Soft; PRIME). Deputy Industry Minister Roman Chekushov had described the fund's role as a "single window" for investors, developers and residents of the zone back in July 2026 (Interfax).
Industries targeted and incentives on offer
The RIZ is earmarked for pharmaceuticals, chemicals (including polymer and oil processing), paint and coatings production, thermal insulation materials, metal processing and food processing — the latter linked by the ministry to Egypt's role as a hub for Russian grain purchases (PRIME).
Residents are promised:
- full exemption from property tax;
- a profit-tax break of up to 50% for five years;
- partial coverage by the zone's administration of costs for external engineering infrastructure;
- the right to label output "Made in Egypt" once local content requirements are met (Alta-Soft).
Site parameters and launch timeline
The zone occupies 50 hectares in the northeastern part of the Suez Canal Economic Zone near the port of Ain Sokhna. The plot was handed to Russia under a long-term use agreement, while taxation and customs terms are locked in by the intergovernmental agreement for 49 years without the right to change them — Chekushov told reporters back in September 2025 (RIA Novosti). Design documentation and construction work are planned for 2026–2029, with the zone's launch targeted for 2030, timings Chekushov gave in July 2026 (Interfax).
What it means for Russian exporters
Companies from the listed sectors that plan to localize production in Egypt will run their projects through Crystal Growth, which supports investors, developers and residents of the zone (Interfax). Localizing output at the RIZ gives access to the Ain Sokhna port on the Red Sea and, once local content requirements are met, the right to label goods "Made in Egypt" (Alta-Soft). The exact procedure for granting resident status and the list of first investors have not yet been published.
