SPOT on the Urals border: 1,700+ trucks sent back over QR codes
At the Translogistica Ural 2026 forum, Viktor Amanov, deputy head of the Ural Customs Department (UTU), said that since the national system for confirming expected deliveries (SPOT) started working, 28,000 vehicles carrying commercial goods from EAEU countries have been inspected, and more than 1,700 trucks were sent back to Kazakhstan without unloading because their QR code was missing or invalid (Rossiyskaya Gazeta, 30 Oct 2026).
Scale of checks on the Urals section
The data cover only the UTU zone: 1,608 km of the Russian-Kazakh border and seven checkpoints, each with mobile teams. A QR check takes 3 to 6 minutes: scanning no more than 30 seconds, document analysis about a minute and a half, plus the truck's entry and exit (RG). By tks.ru's calculation, about 6% of inspected trucks had problems.
How the scheme works and when it applies in full
SPOT has operated since 1 June 2026 under Federal Law No. 101-FZ of 17 April 2026. According to the Federal Tax Service page, the 1 June launch came with a transition period, while full operation with the mandatory security payment and refusal of entry without a QR code started on 1 July 2026. The document on the upcoming delivery is filed with the SPOT operator (the tax service) 2 days before import, or no later than 4 hours before if no payment is due; the QR code is sent within 15 minutes of filing or of the payment being reserved (Federal Tax Service).
The sources differ on who files the document. Per RG it is the "carrier or consignee" in a personal account; per the tax service it is the applicant (importer or intermediary), who passes the QR code to the carrier. The document states the goods, their value and the payment amount. A customs officer scans the code in an app; if the code is valid, taxes are paid, the data match and the price does not differ significantly from the declared one, the delivery is cleared (RG).
A typical driver error and the cost of a refund
Customs describes this situation: contrary to the checkpoint scheme, drivers go to customs first instead of border guards. The QR scans successfully and the security payment goes to the budget, after which the truck is turned back at border control. According to RG:
- the code cannot be "de-validated";
- money is returned on an application by the carrier or consignee to the tax service;
- the process sometimes drags on for up to three months.
Customs recommends that businesses give drivers additional briefings. SPOT hotlines operate at the UTU and the Chelyabinsk and Tyumen customs offices.
Customs' position
Amanov stressed: "This is not customs control but a special type of control". He said information on SPOT requirements had been communicated to foreign-trade participants since 1 January 2026, but "not all consignees and carriers turned out to be ready for QR codes" (RG).
