US lifts AD/CVD duties on aluminum can stock from 17 countries
The U.S. Department of Commerce's International Trade Administration on September 24, 2026 published final results of changed circumstances reviews, partially revoking antidumping (AD) and countervailing duty (CVD) orders on common alloy aluminum sheet from 17 countries — Bahrain, Brazil, China, Croatia, Egypt, Germany, India, Indonesia, Italy, Oman, Romania, Serbia, Slovenia, South Africa, Spain, Taiwan and Türkiye (FR 2026-19516). Duties remain in place on other sheet; the exclusion covers a single product — can stock used to make aluminum beverage cans, lids and tabs. The decision follows preliminary results of the same review published on August 11, 2026.
Which sheet is carved out
The orders cover flat-rolled aluminum of 1XXX-, 3XXX- and 5XXX-series alloys with a thickness greater than 0.2 mm but not exceeding 6.3 mm. Excluded from the scope is can stock, which is suitable for use in the manufacture of aluminum beverage cans, lids of such cans, or tabs used to open them. Under the description, it is produced to gauges from 0.200 mm to 0.292 mm, in H-19, H-41, H-48, H-39 or H-391 temper, with a lubricant applied to its flat surfaces to ease its movement through can-making machines.
The notice associates can stock with statistical reporting numbers 7606.12.3045 and 7606.12.3055 under heading 7606. Commerce notes that although the HTSUS subheadings are provided for convenience and customs purposes, "the written description of the scope of these Orders is dispositive."
Who sought the review
The request came from members of the Aluminum Association Common Alloy Aluminum Sheet Trade Enforcement Working Group — Arconic, Commonwealth Rolled Products, Constellium Rolled Products Ravenswood, JW Aluminum, Novelis and Texarkana Aluminum — together with Jupiter Aluminum Corporation. Commerce found that they account for more than 85 percent of the domestic industry. The agency received no comments opposing the review.
Deposit refunds on unliquidated entries
The revocation is retroactive to the date on which suspension of liquidation began under each order:
- China, CVD — April 23, 2018;
- China, AD — June 22, 2018;
- the other 16 countries, CVD — August 14, 2020;
- the other 16 countries, AD — October 15, 2020.
Commerce will instruct CBP to liquidate all unliquidated entries of can stock without regard to antidumping and countervailing duties and to refund any estimated AD/CVD duties deposited on them. Commerce normally issues such instructions no earlier than 35 days after publication, to give interested parties time to challenge the determination. This time it shortened the period to 15 days, because the request was supported by more than 85 percent of the industry, no opposing comments were received, and the instructions needed to be issued expeditiously.
Importers of can stock from the listed countries should have their broker check unliquidated entries against the exclusion language and confirm that CBP liquidates them without AD/CVD duties under Commerce's instructions.
