US sets preliminary antidumping duties on van trailers from Canada, Mexico

The US Department of Commerce published preliminary antidumping determinations on van-type trailers from Canada and Mexico in the Federal Register on August 4, 2026, finding that the merchandise was sold in the United States at less than fair value, with margins ranging from 3.21% to 79.92%. As of the publication date, CBP suspended liquidation and began collecting cash deposits at the new rates (Canada notice, Mexico notice).

Company-specific rates

For Canada, a margin of 4.29% was assigned to Manac Inc., Di-Mond Sales, Inc., Innovative Trailer Design Industries, Inc. and Morgan Canada Corporation, and applies as the all-others rate as well. Collins Manufacturing Company and GINCOR Werx received 44.86%, based on adverse facts available after declining to cooperate with the investigation (FR, 2026-15763).

For Mexico, margins are set individually: Hyundai de Mexico S.A. de C.V. got 10.19% (cash deposit rate 8.35%, adjusted for export subsidies established in a parallel countervailing duty investigation), and Utility Trailer Manufacturing de México got 3.21% (deposit rate 2.43%). A rate of 79.92% on adverse facts available was assigned to five non-responsive producers: Commercializadora Nimmka, S.A. de C.V. d/b/a Atro Remolques y Carrociera, BRD Trailers S.A. de C.V. d/b/a DeLucio, Gallegos Trailers, Industrias Kuzzy De Mexico S.A. de C.V. and Manufacturas Industriales Gami S.A. de C.V. The all-others rate is 8.72%, with a cash deposit of 7.10% (FR, 2026-15764).

The period of investigation runs from October 1, 2024, through September 30, 2025. Covered merchandise is van-type trailers and subassemblies thereof with gross vehicle weight ratings above 26,000 pounds, primarily classified under HTSUS 8716.39.0040, 8716.39.0090 and 8716.90.5060, plus subassembly codes such as 7308.30.5050, 7326.90.8688 and 8708.29.1500 (FR, 2026-15763).

What it means for importers

Importers of trailers and subassemblies from Canada and Mexico must post cash deposits at the new rates for entries made on or after August 4, 2026. For Canadian shipments, the applicable rate depends on the specific producer-exporter, with cooperating companies facing markedly lower deposits than Collins Manufacturing and GINCOR Werx. For Mexican shipments, deposit rates are reduced relative to the full dumping margin because part of the amount is already offset by the parallel countervailing duty case (FR, 2026-15764).

The investigations were launched on a petition from the American Trailer Manufacturers Coalition, representing Great Dane LLC, Stoughton Trailers LLC and Wabash National Corporation (Trade.gov). Parallel preliminary countervailing duties already apply to the same product from Mexico and China, but the countervailing duty case against Canada was terminated after the petitioner withdrew it on May 27, 2026; the antidumping investigation against Canada continues on its own track (Trade.gov).

Final rates due within 135 days

Final antidumping determinations for both countries are due no later than 135 days after publication of the preliminary determinations, following a postponement requested by exporters. Until then, the preliminary deposit rates remain in effect; the final duties may confirm or adjust the current company-specific margins (FR, 2026-15763, FR, 2026-15764).
