Ltd. Pshp. v. United States, 110 F.3d 774 (Fed. Cir. 1997), aff’g, 19 C.I.T. 1441 (1995) (hereinafter, “Bauerhin”), and the publication of Additional U.S. Note (AUSN) 1 to chapter 94, HTSUS, in 2007.
