Belarus extends import ban on Latvian goods from 15 December

The Council of Ministers of Belarus has widened the list of Latvian-origin goods banned from import into, and sale in, the country. Resolution No. 526 of 17 October 2026 was published on the National Legal Internet Portal on 20 October and takes effect on 15 December 2026. The government press office, as reported by BelTA, explained the decision by Latvia's continued "non-constructive approaches and unfriendly rhetoric".

Which items have been added to the list

The act amends Resolution No. 808 of 31 December 2025, adopted under Law No. 280-Z of 12 July 2023 "On special restrictive measures": Annex 2, the list of goods produced in certain unfriendly countries, has been restated in full. The preamble lists Latvia's own ban on imports of certain goods among its "unfriendly actions". The transitional rule in new sub-item 3.8 names the codes for which the ban does not apply to goods brought into Belarus before 14 December 2026; the annex as adopted on 31 December 2025 contained no rows with these codes. The ban applies by exact code, so for many items it covers specific subheadings rather than the whole heading:

The earlier Latvian rows (coffee, confectionery, beverages, cosmetics, household chemicals, footwear, tableware, household appliances and others) remain. Sub-item 3.6 of Resolution No. 808 has also been adjusted: its exemption for dietary supplements no longer covers supplements of Latvian origin.

What remains allowed after 15 December

The ban under Resolution No. 808 covers both import and sale, so from 15 December 2026 goods of the new items may be sold only if entered before 14 December or under the resolution's own exemptions. Sub-item 3.2 of Resolution No. 808 excludes goods imported by individuals for personal use, goods for processing under the relevant customs procedures (within tariff quotas, with a MART licence), imports under tariff preferences, supplies for diplomatic missions, and imports under a decision of the Presidium of the Council of Ministers in exceptional cases with an import licence. Other sub-items of paragraph 3 keep exemptions for baby and specialised food, duty-free shops, medicines and medical devices. A Presidium decision is initiated by the body named in the list on the importer's application.

Resolution No. 808 itself remains in force until 31 December 2027.
