Russia sets EAEU CN codes 2709 00 and 2710 for restricted oil data regime

By order No. 3078-r of 26 October 2026, the Russian government has defined the goods covered by Presidential Decree No. 686. The text was published on 28 October 2026. As TKS.RU assesses it, the order introduces no duties or bans: it concerns the regime governing access to information.

EAEU CN and OKPD 2 codes in the list

The annex contains a single entry, "Oil and petroleum products". It lists EAEU CN codes 2709 00 and 2710, plus OKPD 2 codes 06.1 and 19.2 (order No. 3078-r). A footnote says the list must be applied solely by reference to the EAEU CN code and/or the OKPD 2 code; the product name is given for convenience.

The order implements sub-paragraph "a" of paragraph 4 of the decree, which instructed the government to define the codes within 10 days (Decree No. 686); the order is dated 26 October 2026, and the sources do not state when the list starts to apply.

Composition of the restricted-information list

The list annexed to the decree has four items:

Limits on dissemination and exceptions

Under paragraph 3 of the decree, disseminating such information, including through the media and the internet, is not permitted. The exception is information a legal entity itself discloses about its own activities. Between parties, data is provided under an agreement between the holder and the recipient. Government bodies exchange it as prescribed by law. Paragraph 2 of the decree makes confidentiality of the listed information, and the measures provided by law to ensure it, mandatory. The government must also approve a standard regulation on automated processing of information obtained from federal state information systems.

As TKS.RU notes, the order introduces no duties, quantitative limits or export bans. Exporters' obligations to submit documents and information to customs and other authorities remain in place.

What the regime covers

The regime covers information on exports, refining and exchange sales of oil and petroleum products, including data on counterparties, carriers, forwarders, insurers and terminals. The ban on dissemination also applies to the media and internet resources. The decree entered into force on the day of signing, 28 September 2026. According to its preamble, it was adopted in response to unfriendly actions by the United States and states that have joined it; as TKS.RU assesses it, one aim is to prevent commercially significant data from being used to track Russian export shipments and to apply restrictive measures to their participants.
